Constitution and By Laws

Of the Rhode Island Street Rodding Association

Article I - Name and Insignia

                  Sec. 1. The name of the club is the Rhode Island Street Rodding Association.

                    Sec. 2.Insignia and colors will be determined by the club members.           

Article II - Objectives and Activities

                  Sec. 1. The Club shall create good fellowship, skill and sportsmanship among members.

                    Sec. 2. The Club shall promote interest in various automotive and civic activities.

                    Sec. 3.

a. To conduct Club operations and activities in such a manner as to bring about a clearer understanding on the part of the public, media and law enforcement agencies, of organized car club activities.

b. Local law enforcement agencies and/or news media will be notified of Club activities as required, by a Club delegate.

                    Sec. 4. The Club shall promote safety in automotive operation and maintenance.  

Article III - Membership

                 Sec. 1. There shall be two types of membership in the Club; Active and Associate.

                 Sec. 2. Any person of good character interested in automotive activities and meets the requirements of Article III; Sec. 3 & 4 is eligible for membership

                    Sec. 3. To become an Active or Associate member of the club, you or your spouse must own a modified vehicle 25 years old or older and be accepted by Club vote of Active members present. Fiberglass and reproduction vehicles will be judged by appearance. (That is by apparent date of manufacture)

                    Sec. 4. Minimum age for membership in the Club is 18 years old. All applicants for membership must be accepted by the majority vote of Active members present.

                    Sec. 5. All prospective members must attend two (2) consecutive meetings before they can apply for membership. Applications for membership are to be presented at the third meeting. At that time applicant(s) may decide on Active or Associate membership.

                    Sec. 6. At the time of application, applicant’s vehicle must be street able or in the building process.  Applicant’s vehicle will be subject to acceptance by Club vote as stated in Article 3. Sec. 3.

                    Sec. 7. Each Active member is required to attend a minimum of six (6) club meetings per year.  Any Active member not fulfilling this requirement will automatically revert to Associate membership.  To regain Active status, the member will be required to attend two (2) consecutive meetings with a minimum total of six (6) for the year.  Attending a Club event can substitute for a Club meeting (amended 2/9/18)

                    Sec. 8. Each member is responsible for his/her conduct and their guest’s conduct at all Club activities.

                    Sec. 9.Any member committing unsafe driving acts on public highways or whose conduct is otherwise detrimental to the purpose and standing of the Club may be fined, suspended, or expelled from the Club by a two-thirds vote of All Active members, after a proper hearing.

                    Sec. 10. Associate members do not have a vote in Club business and are not required to attend any regular meetings.

Article IV - Dues

                 Sec. 1.A.  The dues for Active membership in the club are $20.00 per year.                     

                             B.  The dues for associate membership in the Club are $15.00 per year.

                    Sec. 2. All dues are payable by the March meeting of the year.

                    Sec. 3. Dues may be waived for any member who enters military service, until returning to Active status in the Club.

                    Sec. 4. There will be a one-time initiation fee of $15.00 per person or $25.00 per couple for all prospective members.

                    Sec. 5. One Active member from each family must also be a member of the National Street Rod Association.  Associate members are exempt from this requirement.

Article V - Officers

                  Sec. 1. The elected officers of the Club are President, Vice-President, Secretary and Treasurer.

                    Sec. 2. The President, Vice-President, Secretary and Treasurer will also be known as the “Executive Committee”.

Article VI - Elections

                  Sec. 1. All nominees for office must be Active members in good standing.

                    Sec. 2. All elected and/or appointed officers must remain Active members, in good standing, during their term of office.

                    Sec. 3. Nominations are made from the floor at the November meeting.

                    Sec. 4. Elections are held at the December meeting and all votes are to be cast by secret ballot.  Those elected will assume office at the January meeting.  The term of office will be one year and not more than two consecutive years or until successors are duly elected and qualified.

Article VII – Office’s Duties

                  Sec. 1. The President will preside at all Club meetings, appoint committees as necessary to carry out Club activities, act as ex-officio member of all committees, and to see that regular elections are held in accordance with the constitution of the Club.

                    Sec. 2. The Vice-President will perform the duties of the President and other offices in their absence.

                    Sec. 3. The Secretary will record the minutes of the Club meetings, keep membership records, give notice of all regular and special Club meetings, handle Club correspondence, retain all Club records, and to function as official Club liaison between the Club and other organizations.

                    Sec. 4. The Treasurer will collect dues and all other payments due the Club, keep the Club’s books, make payments from the Club’s funds as directed, keep account of all Club financial matters, and to make regular reports of Club finances to the Club Active membership.

Article VIII - Meetings

                 Sec. 1. 33.3% of Active members, in good standing, will constitute a quorum (amended 2/21/14).

                    Sec. 2. Regular meetings of the membership will be held the second Friday of each month, at a time and place determined by the Club.

                    Sec. 3. The President may call special meetings of the membership.

                    Sec. 4. The order of business of all Club meetings is as follows:

                                 a. Call to order

                                 b. Roll call

                                 c. Introduction of Visitors.

                                 d. Report of the Secretary.

                                       1.  Reading of the previous meeting’s minutes.

                                       2.  Reading of the correspondence.

                                       3.  Other.

                                e. Report of the Treasurer.

                                f. Report of the Committees.

                                g. Unfinished business.

                                h. New business.

                                 i. Announcements.

                                 j. Adjournment.

                             

Article IX - Delegations  Sec. 1. The President will appoint delegations, subject to Club approval, to represent the Club at any convention, meeting or assembly as necessary.  Delegations will exercise on only those powers specifically authorized by the Club.

Article X - Complaints Sec. 1. Complaints regarding Club business will be submitted to the Executive Committee at a regular monthly meeting by an Active member, in good standing, under New Business. One Active member, in good standing, will act as spokesperson in the event of a group complaint. The President will be notified 48 hours in advance of the regular monthly meeting and he/she will in turn notify the Executive Committee. Any complaint not conforming to the above criteria will not be heard.

Article XI - Amendments Sec. 1. The Constitution and By-Laws may be amended by a majority vote of the Active membership. Sec. 2. Amendments so adopted will take effect the following month.

Amendment 2005-1 Active members in good standing in compliance with Article III, after completing thirty (30) years of membership receive "Life Time Membership" at no cost. This benefit shall take in effect upon the member's thirty first (31) anniversary.

 Article VIII - Meetings Sec. 1. 33.3% of Active members, in good standing, will constitute a quorum (amended 2/21/14).

 Article IV Section 1.C.  Anyone joining the club during the first quarter (Jan, Feb, March) will pay the full year just like the rest of the members.  Any one joining after March will pay $5.00 for the quarter he or she joined in and $5.00 for each of the remaining quarters in that year (amended 2/9/18).

Article VII  Section 5  All elected Officials should govern their decisions and duties based upon the By-Laws of the R I Street Rodding Association (amended 2/9/18) .

Article VIII Section 2 Regular meetings of the membership will be held the first Friday of the month, at a time and place determined by the Club (amended 2/9/18) .

Article III section 11   A club member can keep their active membership status by calling the President and asking for a waiver for a special circumstance or illness which prevents the member from attending at least six meetings in the year (amended 2/9/18) .

Article III Section 7 Attending a Club event can substitute for a Club meeting (amended 2/9/18).
